Is Shirodhara Covered by Insurance in the UAE?

Shirodhara procedures can be paid for using health insurance in the UAE, with some exceptions. In November 2021, Ayurveda was added to the Essential Benefits Plan of Dubai, and outpatient healthcare for alternative therapies is capped at around AED 2,500 per year with a 20% co-payment. Shirodhara procedures are considered as outpatient health care only if they are covered by a licensed Ayurvedic doctor for a medical concern. Shirodhara procedures that are booked to be performed as spa or relaxation services are not covered.

What Shirodhara is, in clinical terms

The Shirodhara technique involves the topical application of warm oil, butter milk, or herbal decoctions. This technique is utilized for about 30 to 45 minutes. Therapeutic practice in our clinics utilize Shirodhara for insomnia, chronic tension headache, and migraine, generalized anxiety, symptoms associated with cervical spondylosis, and several scalp and hair pathologies.

When it is delivered inside a documented treatment plan i.e; diagnosis, prescription, session log, outcome notes. It is a medical procedure. When it is delivered as a standalone hour of relaxation, insurers classify it alongside massage and aromatherapy, which are explicitly excluded from basic cover.

What UAE regulators and insurers actually require

Three conditions appear consistently across UAE payers and third-party administrators such as Nextcare and MedNet:

  1. Medical necessity: The treatment must be necessitated by an illness or injury, with a written diagnosis from the treating physician.
  2. A licensed practitioner: Prescriptions and deliveries must be handled by a professional licensed by the relevant authorities, such as the DHA in Dubai, the MOHAP in Sharjah, and the Ajman. Without the proper license, the case is invalid even with excellent clinical skills.
  3. A recognised facility: The clinic should be listed under Ayurveda as a specialty and licensed as a healthcare facility. It is also preferable that the clinic is within your insurance provider’s network for direct billing.

When Shirodhara is usually covered

  • Prescribed for a coded diagnosis of anxiety, insomnia, or migraine
  • Provided as a course delivered by a doctor under supervision (one-on-one sessions are not available for people to “walk in” and be treated)
  • Pre-authorization done for first session as required by your policy
  • Backed up with itemized receipts, daily therapy logs, and a prescription signed by the therapist

When Shirodhara is usually declined

  • Booked as “relaxation,” “rejuvenation,” or a spa package
  • Performed at a wellness center or a salon, not a licensed clinic
  • Claimed under a policy with a schedule of benefits lacking an alternative-medicine line
  • Submitted after the annual alternative-medicine sub-limit is exhausted
  • Lacking pre-approval, where prior approval was a prerequisite

Dubai versus Sharjah and Ajman

Dubai (DHA)

The Essential Benefits Plan includes Ayurveda as a mandated benefit. Enhanced and comprehensive plans including several Daman, AXA, and international expatriate policies are often carry higher alternative-medicine limits.

Sharjah, Ajman, and the Northern Emirates (MOHAP/MOHRE)

As of January 1, 2025, all employees in the private sector and domestic employees are required to have a minimum basic mandatory cover. Even with the basic mandatory cover, Ayurveda is not included in the policy. Coverage for Ayurveda depends on your employer’s plan or a higher tier policy.

How to check your own policy in five minutes

  • Find “alternative medicine,” “complementary medicine,” or “Ayurveda” in your policy’s Table of Benefits.
  • Note the annual sub-limit and co-insurance percentage.
  • Check whether pre-approval is necessary for therapies.
  • Make sure to include “Ayurvedic treatment” and “clinic name” in your call to your insurer or TPA: “Is Ayurvedic treatment prescribed by a licensed physician covered under my plan, and is [clinic name] in network?”
  • Remember to carry your insurance card and Emirates ID to your first appointment.
